CLARKSBURG — Harrison County’s new public defender, Joel Mumford, has a strong belief that criminal defendants who can’t afford a lawyer deserve the same quality of legal representation as those who can.
That goal, Mumford said, will be his primary focus in the weeks, months and years to come once he assumes his new post on April 1.
Mumford will replace Nancy Ulrich, who is retiring effective March 31.
Mumford will have one important decision to make almost immediately. That’s because retiring around the same time as Ulrich is one of the office’s most experienced assistant defenders, Keith Skeen.
Skeen has been handling felonies for the office for years.
Mumford grew up in Harrison County, attending Liberty High School. His wife, Tina Brunetti Mumford, attended Notre Dame.
